On August 16, 2024, Health Canada published seven new Consumer Product Safety Enforcement Summary reports 1 of the 2023-2024 fiscal year, including one for cyanoacrylate-based eyelash extension adhesives 2 and another for cosmetics in pressurized containers 3.
Consumer Product Enforcement Summary Report of Cyanoacrylate-based Eyelash Extension Adhesives
Key Points of Inspection
The labels and webpages of cyanoacrylate-based eyelash extension adhesives notified to Health Canada were reviewed to check for cautionary statements and to confirm they were designated for professional use only, as outlined in the Cosmetic Ingredient Hotlist (Hotlist);
Canada also conducted a review of products sold at select physical and online retailers, to verify their compliance with cyanoacrylate Hotlist conditions based on their labels.
Inspection Results
During the 2023-2024 fiscal year, Health Canada reviewed 54 notified products containing cyanoacrylate ingredients and additional 33 products sold at retailers, totaling 87 products.
Of the 54 notified products, 12 have been discontinued, and 36 of the remaining 42 have been imported. The review resulted in 7 stop sales, 12 stop distributions, and 14 commitments to address non-compliance;
The retailer product review led to 3 stop sales, 5 stop distributions, and 1 commitment to address non-compliance.

Consumer Product Enforcement Summary Report of Pressurized Cosmetics
Key Points of Inspection
Health Canada verified the compliance of cosmetics sold in pressurized containers with the Food and Drugs Act (FDA) and sections 25-27 of the Cosmetic Regulations. Compliance with these regulations was confirmed through testing at the Product Safety Laboratory.
Inspection Results
During the 2023-2024 fiscal year, flammability testing was conducted on 50 products, of which 45 were imported. The testing and label review resulted in 4 recalls, 7 stop distributions, and 29 commitments to address non-compliance, including one product that was discontinued. In 10 cases, no corrective action was required.
