Canada Updates Cosmetic Notification Form and Guide for Fragrance Allergen Reporting

Health Canada introduces flexibility in fragrance allergen reporting by making concentration disclosure optional on the Cosmetic Notification Form (CNF), while maintaining mandatory allergen labeling requirements.

On April 24, 2024, Health Canada introduced new mandatory labeling requirements, which will come into effect on April 12, 2026. In parallel with these new rules, the Cosmetic Notification Form (CNF) process has also been updated accordingly.

On April 3, 2026, Health Canada issued a notice confirming the official revision of both the CNF and the Guide for Cosmetic Notifications. The updated framework adopts a more flexible approach, under which reporting the specific concentrations of most fragrance allergens on the CNF is now optional.
