CFDA is inviting public comments on the to-be-approved new cosmetic ingredient, Elaeagnus Mollis Deil Oil, extracted from the fruit of Elaeagnus Mollis. It is the first new ingredient approved by CFDA in 2013, following the Symrise’s new skin-whitening ingredient, Phenylethyl Resorcinol, which was approved last Dec (see Chemlinked news on 20 Mar).

According to its composition, the main functions of the ingredient are moisturizing and anti-aging, which can be widely used in skin care, moisturizing, anti-aging and sunscreen cosmetic products.
The applicant adopts the advanced Supercritical CO2 Extraction Technology to extract the Oil under low temperatures, which is able to maintain the biological activity to a large extent. It is claimed that there will be no residue and contaminants left in the ingredient by using the technique.
It is worth noting that the Oil is edible since it has been approved by the Ministry of Health in 2011 as a novel food. According to Guidance on Application and Review of New Cosmetic Ingredient, if an ingredient is assessed and proven to be a safe food ingredient with certain history of safe use, less toxicological tests need to be performed.
