China NMPA Exempts Toxicology Tests for Certain Toothpaste Notifications

On September 26, 2025, China's National Medical Products Administration (NMPA) issued a draft Announcement on Matters Concerning Toothpaste Notification Management for public consultation. ¹ Subsequently, on December 23, 2025, the finalized announcement was issued, easing the regulatory burden on the industry by allowing evidence of a history of safe use to substitute for toxicological testing requirements for existing toothpaste products. ²
