China Proposes Major Updates to Toothpaste Ingredient Lists in Draft National Standard

On June 4, 2026, China's National Medical Products Administration (NMPA) released for public consultation a draft revision of the mandatory national standard General Requirements on Raw Materials of Toothpastes (GB 22115‑2008). The proposed revision seeks to strengthen the regulation of toothpaste ingredients, and enhance the quality and safety of oral care products. Comments may be submitted until August 4, 2026.1

Regulatory Context of the Toothpaste Ingredient Standard

From a regulatory perspective, toothpaste ingredients require particular attention. Toothpaste comes into direct contact with the oral mucosa, which creates safety requirements that differ from those for cosmetics. This distinction is reflected in the fact that certain cosmetic ingredients, which are intended only for brief skin contact and are unsuitable for mucosal exposure, cannot be used in toothpaste, while some toothpaste-specific ingredients, such as Fluoride, possess functional properties not addressed in other product categories. Together, these factors highlight the regulatory and functional considerations underlying the independent development and ongoing revision of the toothpaste ingredient standard.

The current national standard, GB 22115‑2008, has been in effect for over 15 years. During this period, the standard has revealed certain shortcomings, as its provisions are not fully aligned with current regulatory oversight, and may not fully meet the evolving needs of the toothpaste industry. To address these gaps, the new draft revision has been released. Once approved, it will fully replace GB 22115-2008, with a 12-month transition period for industry adaptation.
