Guangdong and Zhejiang MPAs Suspend In-Person Acceptance of Documents for Filing of Imported Non-special Use Cosmetics

As an interim measure to help combat the spread of COVID-19, both Guangdong and Zhejiang National Medical Product Administrations will no longer accept the in-person submission of imported cosmetic filing certificates. During the temporary hiatus on in-person submission, hardcopy filing dossiers should be submitted by courier after an initial application is made online.

Guangdong MPA's Measures

1. The hardcopy filing dossiers are submitted by courier instead.

2. Before sending the hardcopy dossiers, applicants shall send an email to [email protected] with the name and bar code of the product to be filed, which is for the MPAs staff to search the review result of online filing. The review result will be sent back to the applicant via email. If the online filing is approved, the applicant shall submit the full hardcopy dossiers and Power of Attorney. If not, only a copy of the application form first page and the Power of Attorney require submission.

(The Power of Attorney must include a detailed consignee address, the contact information, company name, and company stamp.)

3. The consultation service at the acceptance office is not available temporarily. Inquiries are acceptable via email.

4. The approval document of hardcopy dossiers will be delivered by courier.

Zhejiang MPA's Measures

1. The hardcopy filing dossiers are submitted by courier instead.

3. The approval document of hardcopy dossiers will be delivered by courier.

Additionally, Zhejiang Drug and Cosmetic Review Center announced that for supplementation of filing documents, the applicant should first submit the electronic version on the online filing system. A scanned letter of commitment, which indicates the consistency between the electronic version and hardcopy, shall be submitted simultaneously. Then he is required to submit the hardcopy documents by courier. But the letter of commitment requires submission to the Center in person after the infection prevention and control action is over.
