On Nov. 1, Japan Ministry of Health, Labour and Welfare (MHLW) issued an announcement to amend Appendix 4 in the Standards for Cosmetics with the addition of a new UV absorber and its maximum limit. In Japan, preservatives, UV absorbers and tar colors are subject to a positive list. Only UV absorbers listed in Appendix 4 are permitted for use in cosmetics.
The amendment is open for public consultation until Nov. 30 and is expected to come into force in March next year. Any advice or suggestions can be submitted to MHLW via the online feedback system, or by fax at 03-3597-9535, or by mail to 1 Chome-2-2 Kasumigaseki, Chiyoda, Tokyo 100-8916.
