On April 15, 2026, the Minnesota Pollution Control Agency (MPCA) announced a second extension of the reporting deadline for products containing intentionally added PFAS sold in Minnesota. The initial reporting deadline has been postponed to September 15, 2026, while subsequent reports will be due annually on February 1.
Manufacturers that are unable to meet the revised deadline may apply for a single 90-day extension. Extension request forms, along with applicable fees, must be postmarked by August 16, 2026. Approved applicants will have a final reporting deadline of December 14, 2026.
The reporting requirement originates from the state's PFAS pollution prevention law, Amara's Law, signed on May 24, 2023. The law prohibits the sale of 11 categories of products containing intentionally added PFAS, including cosmetics, effective January 1, 2025, and initially required manufacturers to submit product information and pay a fee by January 1, 2026. In July 2025, MPCA extended the deadline to July 1, 2026, marking the first delay. The April 2026 announcement represents the second extension.
According to MPCA, the PRISM (PFAS Reporting Information System for Manufacturers) platform is operational and currently accepting submissions. More than 500 companies have registered, and 18 manufacturers have already submitted reports. Submitted information is publicly available through PRISM, except for trade secret data.
MPCA stated that the extension was made in response to feedback from manufacturers regarding difficulties in using the PRISM system and collecting PFAS data across supply chains. The agency is also introducing additional support measures for completing reporting in PRISM, including instructional videos planned for spring 2026, optional virtual "office hours," as well as ongoing system improvements and updated guidance documents.
