On December 2, 2025, the Thai Food and Drug Administration (Thai FDA) published a new infographic titled "Steps for Notifying Low-Risk Cosmetic Products," providing clearer visual guidance to help manufacturers and importers navigate the notification process for low-risk cosmetics.
The Thai FDA defines low-risk cosmetics as products unlikely to cause harm to users, such as makeup, shampoo, soap, and toothpaste. The notification process involves four main steps:
Submit the application through the e-Submission system
Print the payment order for the notification request fee and pay the notification request fee
Confirm and submit the notification request
The system automatically reviews and processes the notification request
If the submission passes the automated review, the system issues a notification number. Applicants must then pay the issuance fee, after which they can download the official notification receipt and begin manufacturing or importing the product using the assigned number.
If the submission does not pass the review, the system will provide the evaluation results and the reasons for disapproval. Applicants may submit a new notification.
