Entrusted manufacturing (OEM) is a common practice in China utilized by both overseas and domestic enterprises. There is often confusion about safety, quality and distribution responsibilities associated with entrusted manufacturing. To clarify these issues for industry and the public Shanghai regulators have developed several measures to manage entrusted manufacturing of cosmetics. Shanghai FDA generally released three clear steps include:
- Set out the regulations that entrusted manufacturing should comply with;
- Strengthen the management on "Quality Agreement" to clarify the responsibility;
- Implement whole process management.
