[Updated] Indonesia Implements the Amended Cosmetic Ingredient Use Requirements: 17 Newly Permitted Ingredients and 231 Newly Prohibited Ingredients

The main amendments are 1) revising the scope of prohibited cosmetic ingredients, and adding 231 prohibited ingredients; 2) revising the use requirements for other ingredients (ingredients not listed in Appendix I) and natural ingredients; 3) adding 14 restricted ingredients, deleting 1 restricted ingredient and amending the use requirements for 2 restricted ingredients; 4) Amending the use requirements for 1 permitted colorant; 5) Amending the preamble of Appendix III, adding 1 permitted preservative, deleting 1 permitted preservative, and amending the use requirements for 3 permitted preservatives; 6) adding 2 permitted sunscreens.

WTO circulated Indonesian Decree on Materials Excluded from Halal Certification Obligation. Materials in the Decree do not require halal certification, including: 1) Materials derived from nature without any further process or physical process or addition of any auxiliary substances, additives, or other substances; 2) Materials without risk of containing or being contaminated by haram substances; 3) Non-dangerous materials without containing haram substances.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
China’s Safety and Technical Standards for Cosmetics (STSC) and Its Updates
The current cosmetic technical standard STSC 2015 specifies the cosmetics' general safety standards, prohibited/restricted/permitted ingredients and testing methods. It is revised aperiodically in response to changing trade practices in the industry. China is planning to issue a new version of STSC.
