Canada Requires Cosmetics to Be Labeled with Fragrance Allergens

On February 11, 2023, amendments to the Cosmetic Regulations were proposed by the Government of Canada and published in the Canada Gazette, Part I, Volume 157, Number 6. On April 24, 2024, the finalized amendments to the Cosmetic Regulations were published in the Canada Gazette, Part II, Volume 158, Number 9.

Canada Mandates Plastic Products Reporting for 2024-2026

On April 20, 2024, the Canada Department of the Environment published a notice under subsection 46(1) of the Canadian Environmental Protection Act, 1999 (hereafter as the Act), requiring comprehensive reporting from entities involved in the manufacturing or management of plastic resins and certain plastic products to the Federal Plastics Registry. Non-compliance with the Notice may result in penalties under the Act.

Vietnam Bans 15 Substances as Cosmetic Ingredients

On March 4, 2024, the Drug Administration of Vietnam (DAV) issued amendments to the annexes of the ASEAN Cosmetic Directive (ACD). The amendments include the prohibition of 15 substances as cosmetic ingredients, the establishment of the maximum concentration limits for three cosmetic ingredients, and some other requirements.

[Updated] Canada Introduces Legislation to Ban Cosmetic Animal Testing and Trade

In the Budget, the government proposes to amend the Food and Drugs Act to ban cosmetic testing on animals. The proposed amendments would prohibit testing cosmetics on animals in Canada, selling cosmetics that rely on animal testing data to prove the product’s safety, with some exceptions and false or misleading labelling related to the testing of cosmetics on animals.

Canada Proposes to Require Cosmetics to Be Labeled with Fragrance Allergens

On Feb. 11, 2023, Health Canada (HC) published the Canada Gazette, Part I, Volume 157, Number 6. According to the Gazette, the Government of Canada plans to amend Cosmetic Regulations, requiring cosmetics to be labeled with fragrance allergens, allowing the disclosure of the full ingredient list of cosmetics sold in small packages on the website, and modifying cosmetic supervision requirements. Stakeholders can mail any suggestions to cosmetics@hc-sc.gc.ca before Apr. 22, 2023.

Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025.
