Taiwan FDA Issues Fines for Trade of Facial Masks Bearing Inappropriate Claims

The Consumer Protection Committee in Taiwan purchased 25 facial masks for examination in the greater Taipei area in August this year, and subjected them to testing and analysis. Final results were released yesterday revealing that all products passed inspections for fluorescent agents, microorganisms and preservatives however 14 were mislabeled or exaggerated their effect.

Taiwan FDA to Ban Estrogens in Cosmetics

Last week, "Taiwan Food and Drug Administration" announced a draft amendment to ban the use of 3 types of estrogen (estradiol, estrone and ethinyl estradiol) in cosmetics from next July. These three types of estrogens can be found in shampoos, conditioners, moisturizers and astringents, body and skin creams and also in UV sun screens.

Taiwan Needs Stricter Cosmetic Regulation and Enforcement

The Consumers’ Foundation in Taiwan tested 25 types of perfume and 25 types of nail polish at the Electronics Testing Center and a laboratory in National Tsing Hua University. Among those cosmetics, three perfumes contained di (2-ethylhexyl) phthalate (DEHP), including one exceeding the legal limit, while eight products contained diethyl phthalate (DEP), which also poses potential health and safety risks.

Taiwan to Implement a New List of Legal Cosmetic Colorants

Taiwan FDA recently published a revised List of Legal Colorants in Cosmetics, which will enter into force since Jan 1 2016. This new list includes only 93 colorants, 21 fewer than the previous version. In addition the colorants are now divided into 4 categories in the new list while the previous list only contained two categories.

Coal Tar to Be Banned from Cosmetics in Taiwan

On April 20, 2014, "Taiwan Ministry of Health and Welfare" officially announced the release of a regulation that all products containing coal tar are prohibited from import, manufacture, sale, supply or marketing in Taiwan starting from January 1, 2016.

Taiwan MoHW Redefines Cosmetic Categories List Scope

To allay any regulatory ambiguities caused by unclear classification of hair coloring agents considered “Cosmetics”, with hair dyes containing medical, poisonous or potent drugs, "Taiwan Ministry of Health and Welfare" announced that it has renamed the Cosmetic Categories List as “Cosmetics Scope and Categories List” and hair coloring agents as “hair colorants”. The change has been effective since March 19 2015.

Taiwan to Revise Outdated Cosmetic Hygiene Standard

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
China’s Safety and Technical Standards for Cosmetics (STSC) and Its Updates
The current cosmetic technical standard STSC 2015 specifies the cosmetics' general safety standards, prohibited/restricted/permitted ingredients and testing methods.
