Taiwan to Amend Permitted Concentration of Titanium Dioxide in Cosmetics

Taiwan Releases Two Testing Guidelines for Sunscreens

To perfect the cosmetic testing system and ensure the safety of subjects, Taiwan recently released two testing guidelines for sunscreens, namely Guidelines for Testing of Cosmetic UVA Sun-protection Efficacy and Guidelines for Testing of SPF. According to the TFDA, the guidelines are formulated as a reference for domestic companies only when conducting related testing. It is not mandatory for international companies to comply with the guidelines.

Taiwan to Ban Microbeads in Cosmetics

Referring to the America Microbead-Free Waters Act of 2015 which will enter into force on July 1 2017, Taiwan Environmental Protection Administration proposed that it is to ban the manufacture and import of cosmetics and other cleansing products containing microbeads from July 1 2018 and ban their sale from Jan 2020. Updates on Revision of Taiwan Overarching Cosmetic Regulation: Abolishment of Pre-market Approval

Last year ChemLinked was told that Taiwan is revising the overarching cosmetic regulation Statute for Control of Cosmetic Hygiene. Only limited information related to the revision has thus far been released. Recently ChemLinked attended a meeting hosted by TFDA and obtained some first-hand information. According to the presentation given by TFDA’s official, the Statute will be renamed as Cosmetic Hygiene Law. The guiding principle of the revision is to transfer government responsibility for product safety to manufacturers with the goal of fostering a self-regulating industry and a shift towards post market supervision. All the amendments of the revision are in accordance with this principle. Compared to the previous version the most significant change is the abolishment of pre-market approval. Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
