The End of CBD Products in China

On May 28, Inventory of Prohibited Ingredients for Cosmetics and Inventory of Prohibited Plant (Animal) Ingredients for Cosmetics are finally released and implemented. These two documents indicates that CBD is strictly banned in China from then on. Most E-commerce platforms and brands are still selling the last batch of products, but most manufacturers have fully stopped their production of CBD products.In this article, ChemLinked also gives suggestions for international stakeholders.

China Implements Amended Cosmetic Prohibited Ingredient Inventories: 24 Newly Prohibited Ingredients Including Cannabidiol (CBD)

The main amendments include adding 24 prohibited ingredients, amending the names and CAS numbers of prohibited ingredients, classifying and merging prohibited drug ingredients. From May 28, 2021, cosmetic registrants and notifiers are not allowed to produce or import products containing prohibited ingredients stipulated in the new inventories. Among the 24 newly prohibited ingredients, CBD and three other Cannabis Sativa derived ingredients are included, which means that CBD cosmetics are prohibited from being produced and imported in China.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
China’s Safety and Technical Standards for Cosmetics (STSC) and Its Updates
The current cosmetic technical standard STSC 2015 specifies the cosmetics' general safety standards, prohibited/restricted/permitted ingredients and testing methods. It is revised aperiodically in response to changing trade practices in the industry. China is planning to issue a new version of STSC.
