China to Revise Cosmetics Hygienic Standard

According to Zhang Qingsheng, the first draft of the Technical Safety Standard for Cosmetics has been completed and will be open for public consultation within the year. After it is amended according to the public opinions the “Technical Safety Standard for Cosmetics” will be officially promulgated.

6 Cosmetic Testing National Standards to be Revised

The Standardization Administration of China announced it will revise the first batch of national standards for the testing of cosmetics in 2014, specifically defining the testing methods of 48 substances in cosmetics including of 11 penicillin antibiotics, 15 fluoroquinolone antibiotics, 5 heavy metals, 7 sex hormones, astragaloside, paeoniflorin, phillyrin and forsythoside etc.

The release of the Inventory of Existing Cosmetic Ingredients in China (IECIC 2014) on June 30 this year is one big step forward towards the standardization of cosmetics ingredients used in China. CFDA Finalized the Inventory of Existing Cosmetic Ingredients in China (IECIC 2014)

On 30 June 2014, CFDA announced the release of the final version of the much anticipated Inventory of Existing Cosmetic Ingredients in China (IECIC 2014), containing 8783 ingredients that have already been used in cosmetic in China. The inventory will serve as the sole reference for determining the regulatory status of a cosmetic ingredient. Cosmetic companies and ingredient suppliers are strongly recommended to check whether their ingredients number among the inventory. All ingredients excluded from the list are subject to mandatory pre-market registration under new cosmetic ingredients regulations with the CFDA.

CFDA Uncovers 6 Cosmetic Products Containing Prohibited Substances

On 24 Jun 2014, CFDA released the result of a national random sampling campagin of cosmetics used in acne treatment, whitening and freckle-removing. 6 kinds of products were found to contain antibiotics (mainly metronidazole and chloramphenicol) that are prohibited according to the Hygienic Standard for Cosmetics 2007.

China Drafts a Revised List of 8203 Existing Cosmetic Ingredients (IECIC 2014)

On May 30, 2014, CFDA opened for the second phase of public consultation on the Inventory of Existing Cosmetic Ingredients in China (IECIC 2014). The revised list includes 8203 cosmetic ingredients that have already been used in approved cosmetic products in China compared to the initial consolidated list of 8641 in January this year. The revision also excluded 3382 ingredients to the list.

Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025.
