China Drafts a Consolidated List of 8641 Existing Cosmetic Ingredients (IECIC 2014)

On 21 Jan 2014, CFDA opened for public consultation a consolidated list of 8641 cosmetic ingredients that have already been approved for use in cosmetic products in China. The list was completed based on the first batch and second batch of existing cosmetic ingredients announced by CFDA last year.

Practical Guide to the Registration of New Cosmetic Ingredients in China

From 2008 to 2012, 4 years has witnessed merely 3 new cosmetic ingredients approved by CFDA in spite of the continued submission of application dossiers. According to statistics from CFDA, more than 130 dossiers have been submitted for the administrative licensing of NCIs, while most of which are never heard back since.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
China’s Safety and Technical Standards for Cosmetics (STSC) and Its Updates
The current cosmetic technical standard STSC 2015 specifies the cosmetics' general safety standards, prohibited/restricted/permitted ingredients and testing methods.
