China Clarifies Sunscreen Labeling Requirements
Aug 17, 2016
CFDA’s announcement on June 1 relating to new sunscreen labeling requirements indicated that when measured SPF is between 2 and 30, products shall be marked with the measured value. The clause on labelling requirements is particularly confusing for both consumers and manufacturers which neglect the possible SPF error measured by the testing institutions. To respond to industry’s concern, on Aug 15th CFDA released a notification to further specify the labeling requirements. According to the notification, products with SPF≥2 are subject to the following rules: Measured SPF =2-5 (including 2 and 5): indication of the actual measured value Measured SPF=6-50 (including 6 and 50): the maximum labeling SPF shall be actual measured value; the minimum labeling SPF shall be the smaller number comparing the lower limit of 95% confidence intervals of the actual measured value with the largest integer (less than the actual measured value) of multiple of 5 Me

China New Sunscreen Labeling Requirements: Compliance Q&A
Jul 12, 2016
New sunscreens labeling requirements were released by CFDA on June 1 but many requirements weren’t specified clearly. After consulting with CFDA, ChemLinked compiled the answers to some important questions. Q: The new regulation stipulates that if the measured SPF = 2~50, the actual measured value shall be marked. If the value is 43, should cosmetics be labeled with SPF 43? A: CFDA hasn’t yet figured out a reasonable labeling approach for SPF value but they will release a related notice ASAP. It is said that the labeled value may combine 95% confidence intervals and a multiple of 5. Due to the uncertainty companies can also label the SPF valu...

Impacts of China’s New Sunscreen Labeling Requirements
Jul 01, 2016
The new sunscreens labeling requirements released by CFDA on June 1 permits the marking of SPF > 50 and PA ++++ on labels. 1 International Companies The new requirements are expected to be favorable for international companies by allowing greater labeling flexibility. As stipulated, starting June 1 2016 manufactures/importers that want to adjust the claims of their existing sunscreens are permitted to apply for modification by submitting corresponding testing reports. Different from other cosmetics, sunscreens enjoy a preferential policy which CFDA can accept UV test reports of SPF value, water resistance and PFA value from overseas labs. As overseas countries/regions such as EU, America and Japan have accepted SPF 50+ and PA++++ for a long time importers have existing qualified testing reports which are acceptable by CFDA. In such case, they can submit their applications immediately and change th...

Interpretation of Transitional Measures regarding Safety and Technical Standards for Cosmetics
Jun 08, 2016
On 1 June 2016 CFDA formally released an announcement specifying the transitional measures for implementing Safety and Technical Standards for Cosmetics. The announcement clarified relevant measures and deadlines for the implementation of the new standard, which are almost the same as reported by a Chemlinked at the end of May (CL news). Formula “For already approved or filed cosmetics, the manufacturers and importers should submit modification applications to CFDA before 1st Dec 2016. Domestic non-special cosmetics only require submission of new formula and packaging while other categories require submission of description and diagram of the production process, safety assessment report (for risk-concern substance) and testing reports together.” However testing reports could be a big problem for manufacturers/importers applying for modification. At present almost all the accredited testing institutions do not conduct related testing according to the new Standard, so the

China Implements New Labeling Requirements for Sunscreens
Jun 03, 2016
On June 1 2016 China Food and Drug Administration promulgated and implemented a regulation named “Requirements for Sunscreens Labeling”, revising the labeling requirements relating to SPF and PFA. The most significant change to the new regulation is the permission of marking SPF > 50 and PA ++++ on labels. In the past cosmetics can only be indicated by SPF > 30 and PA +++ even if the actual measured value is higher, which doesn’t align with the international standards. ... Reach24h’s Interpretation: For imported sunscreens, new claims can be marked on over-labels without the need of updating original packaging. The regulation mentioned that “measured SPF = 2~50, indication of the measured value”. It can be expected that SPF 13, 24, 48, etc will appear on labels and SPF value will be different between over-labels and original packaging due to deviation, which may confuse consumers. Manufacturers need to take the corresponding me
