Indonesia Launches 1 Million Quota for Free Halal Certification for MSEs

  • Micro and Small Enterprises (MSEs): Micro enterprises are those with capital investment (excluding land and buildings) of up to IDR 1 billion, and annual revenue of up to IDR 2 billion; small enterprises are those with capital investment (excluding land and buildings) of more than IDR 1 billion but less than IDR 5 billion, and annual revenue of more than IDR 2 billion but less than IDR 15 billion.

On April 11, 2025, the Indonesian Halal Product Guarantee Agency (BPJPH) announced the opening of the Free Halal Certification quota for 2025. 1 A total of 1 million free halal certificates will be available to support micro and small enterprises (MSEs) across Indonesia in obtaining halal certification. This initiative is part of the government’s effort to facilitate MSEs through a halal certification assistance program, using either a business actor statement scheme or a Self-Declare process.

This free certification program is a key element of the government's strategy to enhance the competitiveness of MSEs in both domestic and international markets. MSEs can apply for halal certification without incurring any fees, with support provided by Halal Product Process Assistants (P3H) throughout the certification process.

The quota of 1 million free halal certificates will be distributed in stages. On March 19, 2025, BPJPH initially released a quota of 50,000 certificates, which was quickly filled, with 93% of the quota taken up within just three working days. On April 11, 2025, BPJPH opened an additional 470,000 certificates, with the remaining quota to be announced in due course. Eligible MSEs are encouraged to apply for this opportunity immediately. Those interested in joining the program can register via the SIHALAL system at ptsp.halal.go.id, in accordance with the guidelines outlined in the Head of BPJPH Decree No. 22 of 2023.

To further streamline the process, BPJPH has also updated the SIHALAL system. The system has been enhanced to improve its capacity and performance, enabling faster and more efficient application processing for business actors.

The program is expected to provide MSEs with easier access to halal certification, reduce administrative burdens, and add economic value to their products. This initiative represents a significant step forward in strengthening the MSE sector, which is vital to Indonesia's national economy.
