Tianjin CIQ Confiscates and Destroys a Batch of Unlicensed” Japanese Cosmetics

A batch of imported Japanese cosmetics worth 170,000 Japanese yen was confiscated and subsequently destroyed by Tianjin CIQ after failing to provide the mandatory licenses and permits required for imported cosmetics. 

A batch of imported Japanese cosmetics worth 170,000 Japanese yen was confiscated and subsequently destroyed by Tianjin CIQ after failing to provide the mandatory licenses and permits required for imported cosmetics.

The products, named “Jing Tie” (neck paste), lacked the relevant hygiene permit and the record filing certificate required of imported cosmetics in China. The “Measures for Management of Inspection, Quarantine and Supervision of Import/Export Cosmetics” clearly mandates that enterprise intending to import cosmetics from abroad must firstly to relevant government departments for a hygiene permit or record filing certificate. Without these two official papers products are automatically considered as posing a risk to consumer health and therefore must be destroyed, regardless of any excuses the importer might consider tenable including ongoing documentation evaluation or pending approval.

The stiff handling of unlicensed products implies the importance of applying and acquiring relevant certificates and permits before the arrival of goods in order to avoid unintended loss. The AQSIQ website is open to cosmetic importers to keep track of the application progress which is crucial to scheduling proper date of arrival.
