China Customs Rejected Imported Cosmetics Containing Cannabis Sativa Seed Oil

From 2021 to April 2022, China Customs: 1) rejected a total of four batches of cosmetics containing cannabis sativa seed oil from entering China; 2) seized three bottles of CBD essential oil containing THC. The suspects were arrested.

CBEC Focus: Tmall Global Urges Merchants to Rectify Non-compliant Cosmetic Claims

Tmall Global requires merchants to check and rectify non-compliant efficacy claims of cosmetics on the platform. The promotion and claims on the cosmetic product page shall comply with the Chinese Advertising Law and related regulations, shall not contain prohibited claims, and shall be consistent with the information on the product packaging and leaflet.

China Updates Cross-Border E-Commerce Positive List

The List of Import Goods through Cross-border E-commerce (2022 Edition) amended the remarks of 11 cosmetic products. They shall not be listed in the Catalogue of Commodities Prohibited from Import (Seventh Batch) and require certificate to prove that they do not belong to Wild Fauna and Flora Import/Export Commodity Catalogue.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
China’s Safety and Technical Standards for Cosmetics (STSC) and Its Updates
The current cosmetic technical standard STSC 2015 specifies the cosmetics' general safety standards, prohibited/restricted/permitted ingredients and testing methods. It is revised aperiodically in response to changing trade practices in the industry. China is planning to issue a new version of STSC.
