Cosmetic Registration in India Goes Online

From 6 June 2016 cosmetic registration in India must be submitted online. On 30 May India Central Drug Standard Control Organization (CDACO) announced that from 06 June the registration for cosmetics have to be mandatorily filed online through its e-portal.

China to Assess New Supervision Model during CBEC Transition Period

China will assess new supervision models for CBEC but would not forgo registration or filing requirements for products under the pre-market approval system. Within two months, China has made a series of abrupt changes on importing requirements for CBEC commodities, including bringing them under the tax system for general goods, formulating a “positive list”, requiring products such as cosmetic, infant formula, health food, medical foods, etc. to be registered prior to import and requiring part of products listed in the positive list to have the “Customs Clearance of Entry Commodity” (CCEC). Updates on Ban of Repackaging of Cosmetics

The news that repackaging will be no longer be permitted in China has garnered huge attention in the media and many cosmetic companies have taken extra steps to confirm this with local FDAs. Tianjin FDA affirmed the news while Shanghai FDA still permits repackaging under the condition of obtaining related certificates. It is also revealed that the ban was decided during an internal CFDA training course.

China Officially Grants One-year Grace Period for CBEC

On 25 May 2016, China GAC released a notice specifying new supervision requirements for CBEC retail imports. Under the new announcement CBEC stakeholders have been given a “green light” until 11 May 2017 for their products. Within the buffer period it will be business as usual except for the implementation of the new tax policy and positive list. Import procedures will remain the same as before which forgo complicated application documents for CIQ inspection, Chinese labels, pre-market approval documents, etc.

China to Give One-year Grace Period for CBEC

Internal sources reveal that local CBEC pilot cities have been informed of the approval of a one-year grace period for CBEC retail of imports. Except for the new tax policy, other new requirements, like the positive list and obtaining the Customs Clearance of Entry Commodity will be suspended for a year.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
