Public Consultation Resumed for New Draft of Cosmetic Safety Technical Standard

Amendments to the new draft of Cosmetic Safety Technical Standard have kicked off the second phase of public consultation after the first ended this February. The Registration Division of CFDA released a notice on 12 August, calling for the bulky guidance to undergo a further round of public feedback before 1st of September.

Hygiene Certificate no Longer Required for Imported Cosmetics

The requirement for importers to provide a “Hygiene Certificate”, commonly known as a “CIQ Certificate”, has been abolished by AQSIQ according to a public notice issued at the end of July.

Korean Cosmetic Act Amended to Appease the Population with Vision Impairment

The Ministry of Food and Drug Safety in Korea recently issued an amendment to its cosmetic law, pointing directly to institutionalizing “braille” as a system to be applied nationwide and relieving the affected people with statutory resoluteness.

CFDA Uncovers 8 Batches of Unqualified Facial Masks

A number of cosmetic companies in China are at the center of an ongoing regulatory probe conducted by the General Office of the CFDA as announced on 31 July in “Notification of Eight Batches of Unqualified Facial Mask Cosmetics”. The Shanghai and Guangdong FDA were summoned by CFDA to mobilize local enforcement resources and launch an immediate and thorough inspection over the specific batches, numbers and sales channels of the targeted products.

ASEAN Bans Five Parabens in Cosmetics

Since August 1 2015, products containing any of the above parabens are banned in ASEAN except for Thailand and Philippines where the grace period for existing products in the market is until until 31 Dec 2015 .

Taiwan to Implement a New List of Legal Cosmetic Colorants

Taiwan FDA recently published a revised List of Legal Colorants in Cosmetics, which will enter into force since Jan 1 2016. This new list includes only 93 colorants, 21 fewer than the previous version. In addition the colorants are now divided into 4 categories in the new list while the previous list only contained two categories.

Singapore Consumer Products Watchdog Highlights Nail Care Product Incompliance

In March this year, the Consumers Association of Singapore (CASE) sent 30 nail polish and nail polish remover products from retail stores to a designated lab to test for benzene or toluene. An announcement made on July 20 by CASE reported that all the products were safe and that no benzene was found and that toluene levels were all within permitted limits. Most of the labels were incompliant with Singaporean labeling standards and lacked a full list of cosmetic ingredients.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
