Korea Increases Cosmetic Safety Requirements

The draft amendment to “Regulations on Safety Standards of Cosmetics”, which was open for public consultation between 13 Jan to 13 Mar, became effective on 30 May 2014. The regulations are applicable to cosmetics manufactured and marketed in Korea. The most significant amendments are below:

China Drafts a Revised List of 8203 Existing Cosmetic Ingredients (IECIC 2014)

On May 30, 2014, CFDA opened for the second phase of public consultation on the Inventory of Existing Cosmetic Ingredients in China (IECIC 2014). The revised list includes 8203 cosmetic ingredients that have already been used in approved cosmetic products in China compared to the initial consolidated list of 8641 in January this year. The revision also excluded 3382 ingredients to the list.

China Compiling a More Comprehensive Inventory of Existing Cosmetic Ingredients (IECIC 2014)

CFDA announced on 11 Mar 2014 a national IECIC supplementation scheme, a move to urge domestic cosmetic manufacturers to clean up the ingredients used in their non-SUC products and submit information of ingredients that are excluded from the IECIC 2014_draft to CFDA.

Korea Intensifies Pre-market Management of Cosmetics

On 21 Jan 2014, CFDA opened for public consultation a consolidated list of 8641 cosmetic ingredients that have already been approved for use in cosmetic products in China. The list was completed based on the first batch and second batch of existing cosmetic ingredients announced by CFDA last year.

Taiwan FDA Consults on the Revised List of Coloring Agents Permitted in Cosmetic Products

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
