China NIFDC Seeks Feedback on Nine Draft Cosmetic Standards

On June 24, 2025, China National Institutes for Food and Drug Control (NIFDC) released a notice, soliciting public comments on nine cosmetic standards, including the General Principles for Physical and Chemical Testing Methods (Draft for Comment). Stakeholders are invited to submit their feedback via NIFDC’s Cosmetics Standards Formulation and Revision Management System by July 15, 2025. General Principles for Physical and Chemical Testing Methods (Draft)

This document stipulates the relevant requirements for physical and chemical testing methods for prohibited, restricted, and approved ingredients (including preservatives, sunscreens, colorants, hair dyes, etc.) in cosmetics.

Determination of Cannabidiol (CBD) and Other 5 Kinds of Components in Cosmetics (Draft)

This method applies to qualitative and quantitative determination of six ingredients in cosmetics, such as cream lotion, liquid (water, oil), gel, powder, wax base, etc. The six ingredients are:

  • Cannabidivarol (CBDV)

  • Cannabidiol (CBD)

  • Cannabinol (CBN)

  • Δ9-Tetrahydrocannabinol (THC)

  • Cannabidiolic acid (CBDA)

  • Δ9-Tetrahydrocannabinolic acid (THCA)

Skin Sensitization: Local Lymph Node Assay: BrdU-Flow Cytometry Method (LLNA: BrdU-FCM) (Draft)

This method stipulates the basic principles and test requirements of the local lymph node assay (LLNA: BrdU-FCM). This method is suitable for the detection of skin allergic reactions to chemical ingredients intended for cosmetic use.

This method specifies the basic principles, requirements, and methods of toxicokinetic test. It is suitable for the determination of toxicokinetic parameters of well-characterized chemical substances used as cosmetic ingredients.

This document specifies the terms and definitions, technical requirements, labeling, packaging, transportation, storage, and shelf life of biotechnology-driven ingredients for cosmetic use.

General Technical Requirements for Plant Origin Ingredients (Draft)

This document provides the technical requirements for plant-origin ingredients for cosmetic use, including terms and definitions, classification, technical requirements, labeling, packaging, transportation, storage, and other items.

Cosmetic Ingredients—Centella Asiatica Extract (Draft)

This standard specifies the terms and definitions, technical requirements, and test methods for Centella asiatica (L.) Urb. used in cosmetics.

This standard applies to:

  • Liquid Centella asiatica extract (aqueous form), obtained by direct extraction of Centella asiatica (L.) Urb. using appropriate solvents.

  • Powdered Centella asiatica extract (powder form), produced through extraction, purification, and spray drying.

Both the aqueous and powder forms of Centella asiatica extract are intended for use as cosmetic ingredients.

It applies to acetate or salt-free Acetyl Hexapeptide-8 powder, which is chemically synthesized from glutamic acid, methionine, glutamine, and arginine as starting materials, followed by purification, freeze-drying, and other processes.
