On February 28, 2025, Thailand’s Ministry of Public Health (MOPH) unveiled a draft announcement titled Criteria, Methods, and Conditions for Evaluating Academic Documents in the Cosmetic Review Process for public consultation. The draft aims to fill a regulatory gap by introducing a standardized framework for evaluating academic documents. The consultation period is open until March 14, 2025.
The draft defines “academic document evaluation” as the evaluation of academic/scientific documents in cases involving components, substances, functions of substances, or technologies that have no prior history of use in cosmetics, which shall be submitted to specialized experts for review and opinion.
Under the proposed framework, the Thai Food and Drug Administration (Thai FDA) will be responsible for reviewing the application, verifying the accuracy and completeness of the submitted documents, appointing qualified experts, and forwarding the materials for evaluation in accordance with defined evaluation procedures. Upon completion of the review, the Thai FDA will consolidate the findings and formally notify the applicant of the results.
To ensure the scientificity and professionalism of the process, the MOPH has also introduced an announcement outlining the selection criteria for experts eligible to conduct academic evaluations. The Thai FDA will manage the expert registration process. In addition, the MOPH has issued relevant standards for fee collection during the cosmetic review process.
Importantly, the MOPH emphasized that the draft is aimed solely at regulating the evaluation of academic documents for new cosmetic ingredients and related technologies. It does not impose additional compliance burdens on cosmetic companies or general applicants at this stage.
