Since the implementation of the Cosmetic Supervision and Administration Regulation (CSAR) in 2021, China has adopted a classified management approach for new cosmetic ingredients (NCIs) based on their risk levels. High-risk NCIs require registration, while low- and medium-risk NCIs can be notified through online dossier submissions, streamlining market entry. China is continually issuing new regulations and guidelines to clarify the requirements for NCI registration and notification.
