Human Society International Report: South Korea Passes Law to Mandate Use of Alternative Tests for Cosmetics

South Korea has passed a law that from 2018 will mandate the use of non-animal alternative tests for cosmetics where such alternatives have been accepted by the Ministry of Food and Drug Safety.

Korea Revises Quasi-drug Permit Regulation

New proposals on the legal revision of quasi-drug permits were raised by MFDS on 9 November specifically regarding the application and technical review of quasi-drugs. The drafted rectifications mainly focus on the review work of several ingredients’ safety and efficacy and are currently undergoing public consultation until 9 January 2016.

Korean MFDS Proposes Ban on Two Types of Colorants

Korean MFDS has recently issued an administrative notice seeking public consultation on a proposal to ban two types of colorants from use in production of child cosmetic. The consultation will end on 18 January 2016.

Korean Cosmetic Labeling Requirements Revised to Address Specialized Cosmetics Applied to Sensitive Skin

A revision specifying new labeling requirements for special-use cosmetics exclusively designed for sensitive skin was released for public consultation on 17 November by the Ministry of Food and Drug Safety (MFDS). The consultation is due to end on 17 December this year.

Korean Parliament Proposes Revision to Cosmetic Law

Korea MFDS Revises Imported Cosmetics Quality Inspection Exemption Rules

On October 1st the Korean MFDS released part of a revision to its imported cosmetics quality inspection exemption rules, which took effect immediately upon the date of release. Exemption qualification criteria have been raised and new contents were added into the rule to specify “Identification Cancellation” procedures (a new scheme to screen Korean cosmetic importers).

Korean MFDS Announced Revisions to Cosmetic Safety Standards

Korean Ministry of Health & Welfare Open Product Specific Rule for Public Consultation

Korea’s Ministry of Health & Welfare has opened its “Product Specific Rule” to public feedback until 18 August 2015.The move arrives in the run-up to the eighth meeting of the “Korea-China-Japan Free Trade Agreement” and the inaugural meeting of the “Korea-China-Central America Free Trade Agreement” expected to take place in the middle of September. Korean Cosmetic Association was called upon to submit their comments regarding cosmetic products, if any.

Stay Current: China’s Cosmetic Safety Assessment Regulatory Landscape
Under the current regulatory framework, cosmetics registrants and notifiers can continue to submit a simplified version of the safety assessment report during the registration or notification process until May 1, 2025. Following this deadline, a full version of the safety assessment will be mandated. To facilitate a smooth transition, China is planning to release a set of technical guidelines.
