Introduction to STSC
Safety and Technical Standards for Cosmetics 2015 (STSC) serves as the overarching technical standard for cosmetics safety supervision and testing in China. It includes:
Explanations of technical terms;
General safety standards;
Prohibited/Restricted/Permitted ingredients used in cosmetics;
Physical and chemical, microbiological, toxicological, human body safety and efficacy evaluation testing methods.
From 2016 to 2021, China has made several amendments to STSC, including newly adding 14 testing methods, improving the content of existing testing methods, and amending the requirements for some prohibited/restricted/permitted ingredients. The following table summarizes all the amendments to STSC in the past six years.

The main amendments include adding 17 prohibited ingredients, amending 13 prohibited ingredients and 27 prohibited plant (animal) ingredients, classifying and merging prohibited drug ingredients into three categories, and modifying some text contents.
