The Eurasian Economic Union (EAEU), comprising five member states including Russia, Belarus, Kazakhstan, Armenia, and Kyrgyzstan, regulates cosmetic products primarily under the Technical Regulation TR CU 009/2011. Before being placed on the market, cosmetic products must undergo a conformity assessment procedure, which may involve obtaining a Declaration of Conformity and, for certain categories of products, State Registration.

1.2 Competent Authority
Cosmetic products in EAEU are primarily overseen by the following competent authorities. Together, these regulatory bodies ensure that cosmetics sold in this region comply with safety standards and quality requirements to safeguard consumer health and well-being.
The Eurasian Economic Union: The EAEU is an economic union of five states (Armenia, Belarus, Kazakhstan, Kyrgyzstan, and Russia) located in Eurasia. The EAEU operates an integrated single market to foster the free movement of goods and services and provides for common policies in the macroeconomic sphere, transport, industry and agriculture, energy, foreign trade and investment, customs, and technical regulation.
The Eurasian Economic Commission (EEC): EEC is the permanent regulatory body of the EAEU. The main purpose of the EEC is to ensure the functioning and development of the EAEU and to develop proposals for the further development of integration. Decisions of the Commission are obligatory for execution on the territory of the EAEU member states.
Part 2 Definitions
According to TR CU 009/2011, the characteristics that define perfume and cosmetic products are:
Method of use: Perfume and cosmetic products are intended exclusively for external application to specific parts of the human body
Site of application: Perfume and cosmetic products are applied to the skin, hair, nails, lips, teeth, oral mucosa, and external genital organs
Purpose of use: to clean and/or alter the appearance of the skin, hair, nails, lips, teeth, oral mucosa, and external genital organs without compromising their integrity, to impart a pleasant odor and/or correct odor, and to maintain them in a normal functional state.
Part 3 Premarket Approval
Within the EAEU, cosmetic products are subject to conformity assessment through a Declaration of Conformity (DoC). However, higher-risk products listed in Annex 12 of the TR CU 009/2011, such as children's cosmetics, hair dyes, whitening products, and products containing nanomaterials, are required to undergo State Registration and obtain a State Registration Certificate before being placed on the market.

3.1 Declaration of Conformity
The conformity assessment of perfumery and cosmetic products shall be performed by the manufacturer, the manufacturer's authorized representative, or the importer, duly registered in the EAEU member states. The Declaration of Conformity must be submitted to an accredited certification body for registration in accordance with the established procedure.
To issue a Declaration of Conformity, the applicant shall maintain the following documentation for each product:
Ingredient list, including concentrations of ingredients specified in Annexes 2 to 5 of the TR CU 009/2011;
Certified copies of documents containing organoleptic and physicochemical indicators;
Test reports, hygienic assessment reports, scientific reports, or expert conclusions issued by an accredited testing laboratory;
A sample of packaging labeling;
Manufacturer's GMP or quality compliance document;
Supporting documents substantiating product claims stated on the labeling
Translations of documents in a foreign language shall be notarized or certified by the translator together with proof of qualification.
3.2 State Registration Certificate (SGR)
According to TR CU 009/2011, the conformity assessment of products listed in Annex 12 shall be carried out through state registration with the issuance of a state registration certificate. State registration shall be carried out by the government authority responsible for public health and sanitary control in the member states. State Registration Certificates are issued in a unified form and are valid throughout the customs territory of the EAEU.
To obtain a state registration certificate, the applicant shall submit the following documents:
Application form;
Certified copies of technical documents and/or ingredient lists used for the manufacture of the products, including the concentrations of ingredients specified in Annexes 2–5;
Written confirmation from the manufacturer stating that the product complies with the applicable production documents. Such confirmation may be provided in the form of a manufacturer's quality certificate or a manufacturer's letter;
Written confirmation from the manufacturer confirming the product complies with the applicable production documents.
Certified copies of documents containing organoleptic and physicochemical indicators of the product;
Information on nanomaterials used;
Sample of product packaging label;
Product summary (claimed consumer properties, precautions, and instructions for use).
Information on perfumery and cosmetic products that have undergone state registration shall be included in the Unified Register of State Registration Certificates.
3.3 EAC Mark
Perfumery and cosmetic products that comply with the requirements of the TR CU 009/2011 and have successfully undergone the conformity assessment procedure are authorized to bear the unified product circulation mark, the Eurasian Conformity (EAC) Mark.

The EAC mark shall be affixed to each unit of the product (consumer packaging, label, tag) and/or accompanying documentation. The mark may be applied by any method that ensures a clear and legible display throughout the product's shelf life.
Part 4 Ingredient Requirements
The TR CU 009/2011 sets out five lists of substances prohibited for use in perfumery and cosmetic products.

Part 5 Cosmetic Labeling
5.1 Label Information
The labeling of perfumery and cosmetic products shall provide consumer information in the form of written text, numerical, color, and graphic symbols on the consumer packaging, label, or tag. The label shall contain the following information:
Product name and designation, if any
Intended use, if not apparent from its name
Indication that cosmetic products intended for children shall be appropriately labeled
Manufacturer name and its legal address, including the country
Country of origin, if the country of manufacture differs from the manufacturer's legal address
Name and address of the authorized representative or importer responsible for handling consumer complaints within the EAEU member state
Nominal quantity
Color and/or shade (for decorative cosmetics and coloring products)
Mass fraction of fluoride (expressed as %, mg/kg, or ppm) for oral hygiene products containing fluoride compounds
Shelf life
Storage conditions, where applicable
Special precautionary measures, if necessary
Batch number or special code
Instructions for use of the product, if necessary

5.2 Label Language
The information on the label stated above shall be provided in the official language(s) of the EAEU member states where the products are marketed.
The manufacturer's name and address and product name may be indicated using Latin alphabet letters.
The country of origin shall be indicated in the official language(s) of the EAEU member states where the product is marketed.
